Recordkeeping
Record keeping is an important part of the IPPC Program. It is the paperwork side of the process that needs to be current and accurate for Inspectors to verify conformance in this area is being met. Every facility should have a system in place to provide a record of the material received and shipped related to the program they are in. The following forms are meant to assist in the recordkeeping process if the facility does not have their own similar system in place. The forms below can be found on the TP website at the documents tab in the Export Wood Packaging section.
INBOUND HT MATERIAL
When a facility receives HT material that they will use in the manufacture of WPM that will receive an IPPC/DUN/HT mark, this received HT material must be recorded in board footage (BF) with the backup information maintained as proof of receipt (e.g., B/L’s, Invoices, etc.). The form below can be used to help the facility keep up with these receipts if they do not have a similar system in place.
OUTBOUND FACILITY MARKED IPPC/DUN/HT MATERIAL
The volume of facility marked IPPC/DUN/HT material produced from this received HT inventory must also be recorded to verify the volume of marked and shipped material does not exceed the volume of HT material received. Volumes of material marked with the simple HT mark must be recorded separately from IPPC/DUN marked material. If a facility does not have their own system in place, the following forms should be utilized to assist in the recordkeeping process.
Facilities with heat chambers must keep separate shipping records for marked material heat treated onsite and marked material built from HT received lumber.
MONTHLY SUMMARY
Once into the new month and the previous month’s information related to received HT material and shipped IPPC/DUN/HT marked material has been completed, the facility should document the total month’s information onto the summary report. There is a column for all information on this and a facility may not complete all columns based on what they are doing.
Going into January for the next year, it is important for facilities to document the residual HT received BF inventory onsite from December 31st of the previous year onto the new form to ensure the BF of HT received inventory is accurate at the start of each new year.
